yes it is blocked in parts of u.k. and elsewhere by your isp, we do have proxy sites you can also try if not,

im afraid you need to get a vpn or use tor ...

When trying to load the ProxyGalaxy site, Opera is throwing up an SSL error and won't load the page (With VPN)

Without, it won't load at all so i think its now been blocked by my ISP (UK based, on EE)

I'm in Canada with vpn on & have no issues. Try another server .

No, both your ISP and the VPN cannot "break" the SSL handshake, so what you probably see is either

an old mirror or there is a DNS issue. Make sure you don't have a DNS leak, so that your ISP cannot

redirect hostnames to some sinkhole locations.

Why do you even use the shitty free "Opera VPN"? This was meant for users in China/Russia/Iran to bypass

some social media, this is not a proper VPN for torrents, and was never marketed as such.

Either describe your problem more clearly or get a decent VPN like Mullvad.
