An intelligence expert, Commander Tom Farrell, an officer with the US Navy, meets Susan Atwell at a political social function, she with who he begins a passionate relationship despite she implying that she is a kept woman to a high powered married man. Because of his background, Tom is hired by Secretary of Defense David Brice to be his intelligence liaison. Tom's first task is to obtain the same information as David's political opponents in order for David to quash a submarine development program driven by them. It isn't until Tom begins this work that he learns that the man Susan is having an affair with is David. Things take a turn when in a fit of jealous rage in Susan telling him that she is ending their affair for her other man about who he just learns, David accidentally kills her. Knowing that the other man saw him entering Susan's apartment when she would have died but not knowing that it was Tom, David gets his "fixer", legal counsel Scott Pritchard, to handle the matter on his behalf, Scott who will protect David at any and all cost. The ploy Scott devises is to get in front of Susan's murder, but to manufacture a story that it was a political killing by Susan's "other man", a Soviet agent known as Yuri, rumors of such an agent which have long circulated in Washington but never substantiated. Being involved directly in it, Tom knows the investigation into "Yuri" is a cover-up to hide David's personal involvement with Susan and perhaps his role in her death. Tom has to hide his own involvement with Susan knowing that he didn't kill her, while trying to discover exactly what happened. Matters are only further complicated by Pentagon resources being used for the investigation, taking away from other day-to-day work such as the submarine program which raises some eyebrows by David's political opponents i.e. that something fishy is going on.
