A general policy video detailing the administrative functions and modernization goals of the JPO going into the new millennium. It was recorded with the mic on; there is some light mumbling at 00:00:03 and a computer ding audible at 00:31:50, but it is clear otherwise. The Dr. Slump animated segment features a completely different plot from the Understanding Copyright Through Comics manga released in 1999. Anyone who wants to fansub this is welcome to do so.
